Doubling Energy Efficiency Savings

Senate Bill 350 (De León, Chapter 547, Statutes of 2015) directs the California Energy Commission to, by November 1, 2017, establish energy efficiency targets that achieve a statewide, cumulative doubling of energy efficiency savings in electricity and natural gas final end uses by 2030, to the extent doing so is cost effective, feasible, and does not adversely impact public health and safety. In establishing these targets, SB 350 requires the Energy Commission to conduct a public process that engages with stakeholders. This public process is being carried out as part of the 2017 Integrated Energy Policy Report proceeding.

The Energy Commission held an initial workshop jointly with the California Public Utilities Commission on July 11, 2016, to discuss the data and analytical needs related to establishing the energy efficiency doubling targets. A second joint workshop was held on January 23, 2017, to discuss the process and analytical framework through which the doubling targets would be established.

The Energy Commission is engaged in an analysis of what enhanced cost effective energy efficiency savings can be achieved from utility programs, and from savings to be achieved from other sources, such as codes and standards and market activity. An early summer workshop is being planned to discuss the results of this analysis.

The Energy Commission intends to publish a draft Commission report containing its entire SB 350 energy efficiency savings doubling analysis, which will be discussed in a late summer workshop. Staff may propose additional workshops related to this proceeding beyond those described here.

The Energy Commission plans to consider the staff draft final report, incorporating any proposed changes in response to comments received, as the adoption of the energy efficiency targets in a business meeting no later than November 1, 2017.
